The temperature increase that this amount of heat will cause in a substance is inversely proportional to the heat capacity of the substance. Since water has a much greater heat capacity than concentrated sulphuric acid, if water is added to the acid, the same quantity of heat generates a much larger temperature increase than occurs if the acid is added to water.

Hence concentrated sulphuric acid should always be added to water (with constant stirring) to prevent localised boiling and a potential safety hazard.
